| National Procurement Forum
A number of organisations met on 2nd August to discuss the
delivery of the recommendations of the taskforce throughout
England. The organisations represented were:-
1. Society of Purchasing Officers in local government
2. Competitiveness Joint Committee
3. 4P's
4. Local Government Employers' Organisation
5. Local Government Association
6. Department for Transport, Local Government and the Regions
7. London Contracts and Supplies Group
8. Central Buying Consortium
9. Chartered Institute of Purchasing and Supply
10. Improvement and Development Agency
The Group agreed that there was a role for a National Procurement
Forum to ensure that all those interested in supporting Procurement
throughout Local Government in England could agree how to provide
that support and avoid duplication of effort.
The Group agreed that the CBI and other representatives of
small and medium enterprises (SME's), should be invited to join
a group based around the membership above.
The aims of this group would be based on the report's recommendations
to:-
1. Agree a co-ordinated delivery mechanism for national support
for procurement in Local Government in England through the involvement
of interested parties.
2. The provision of a mix of free, low cost and paid for training
support to meet varying procurement needs and requirements by
a mix of public and private sector provision.
3. Develop a range of products and services to enable Local
Authorities to meet the challenge of the recommendations.
4. To provide national opportunities for streamlining procurement
processes and the sharing of best practice.
5. Develop national benchmarking targets
6. Developing opportunities for dialogue at local level between
local authorities/agencies/private sector.
7. Encourage the use of the Procurement Excellence Model
The Group should meet 3 or 4 times a year.
